§ 242: Help out of love and public help

Every hardship has a personal side. It also needs personal help. Help that responds to the particular circumstances, with heart and love. Here morality has enough to do.

Why is that not enough?

Because such help depends on chance. Whether someone helps, and whether the help works, is uncertain. So society looks for universal solutions. It wants to relieve hardship according to a plan.

Examples:

Alms and endowments depend on chance. So does the candle that someone lights before the image of a saint. We add public poorhouses, hospitals and street lamps to them.

And charity?

It still has enough to do. Only one thing is wrong: when it wants the help all for itself. When it feels hurt by universal rules and duties.

On the contrary: A community is the better, the less the individual has to do at his own discretion. The more universal rules cover, the more perfect the public condition is.

Summary: Hardship needs personal help out of love. But this help stays a matter of chance. So society should order help in a universal way, without pushing charity aside.
