§ 244: The rabble

Every society has a measure for the least that people need to live. What happens when a great mass sinks below it?

People lose the feeling for right and honor. The honor of living from their own work. In this way, the rabble arises. And at the same time, it becomes easier to gather huge riches in a few hands.

What makes the rabble?

Not poverty alone. Only a certain attitude turns the poor into rabble. The inner outrage against the rich, against society, against the government. On top of this: Whoever lives from chance becomes careless and shuns work. The idlers of Naples were like that.

The evil in the rabble:

It does not have the honor of living from its own work. And yet it demands its living as its right.

But this also holds: No one can sue nature for a right. In society, however, every want at once appears as a wrong done to a class. How to relieve poverty is a question that torments modern society.

Summary: If a mass sinks below the needed measure, it loses right and honor. In this way, the rabble arises. At the same time, wealth gathers in the hands of a few.

The lowest mode of subsistence, that of the rabble, establishes itself of its own accord: this minimum, however, is very different among different peoples. In England, even the poorest man believes he has his right; this is something quite different from what the poor are content with in other countries. Poverty in itself does not make anyone into rabble: the latter is determined only by the disposition that becomes bound up with poverty, by the inner indignation against the rich, against society, the government, and so on. Bound up with this, further, is the fact that the human being who is thrown upon contingency becomes frivolous and averse to work, as for example the lazzaroni in Naples. Thus there arises in the rabble the evil that it does not have the honor of finding its subsistence through its own work, and yet claims the finding of its subsistence as its right. No human being can assert a right against nature, but in the condition of society, want at once takes on the form of a wrong done to this or that class. The important question of how poverty is to be remedied is one that especially agitates and torments modern societies.
