States often quarrel over single questions. The military has the main task in these quarrels.

When the state itself is in danger:

The standing army:

A standing army as an estate of its own is necessary. The reason is the same one that gives us estates for trade and for state service. People argue about advantages and disadvantages. Often they decide against it. For to the citizens, the costs and higher taxes weigh more than what is necessary.
