A people as a state is the absolute power on earth. Every state is sovereign over against others.

What does it need?

The others must recognize it. That is its first right. In the same way the individual is an actual person only through other persons. But this right is only formal. Whether a state deserves it depends on its content, its constitution and its condition.

Interference?

A state should not interfere in the inner affairs of another. But whoever wants recognition must also recognize the others. So the others cannot be indifferent to what goes on inside it.

Borderline cases:

With a people of nomads, you may ask whether it counts as a state at all. And religious opposites can prevent recognition. This happened in the past with the Jews or the Muslim peoples.

He said: The French Republic needs recognition as little as the sun does. This says only one thing: its existence is so strong that it already brings recognition with it.

Summary: Every state needs the recognition of the others. But this also depends on its content and its constitution. Whoever wants recognition must also recognize the others.
