Whereas in everyday life reason often works \u201ebehind the backs\u201c of those involved, for one particular group, the <em>universal estate<\/em>, it is an express duty of office.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-large-font-size\">Unconscious reason: civil society<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In the sphere of the economy \u2013 the estate of trade and industry \u2013 the individual need not constantly have the whole in view. The baker may be self-interested and sell bread rolls in order to earn money. Reason sees to it, as it were behind the backs of those acting, that out of everyone\u2019s self-interest there comes in the end the satisfaction of everyone\u2019s needs \u2013 the construction of <a href=\"https:\/\/grundlinien.de\/en\/189\/\">\u00a7 189<\/a>\u2013<a href=\"https:\/\/grundlinien.de\/en\/208\/\">\u00a7 208<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-large-font-size\">Conscious reason: the universal estate<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">From the <em>universal estate<\/em>, by contrast, Hegel demands reflected rationality. Since these people make the universal interests their business, they cannot afford mere arbitrary will; they must be rational by virtue of their office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Who belongs to it today?<\/strong> Not only civil servants in ministries, but everyone who exercises a public function for the whole, for instance:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Lawyers \u2013 judges, prosecutors, advocates:<\/strong> as organs of the administration of justice they preserve objective freedom.<\/li>\n\n\n\n<li><strong>Teachers and scholars:<\/strong> they secure <a href=\"https:\/\/grundlinien.de\/en\/glossary-of-hegels-key-concepts\/#bildung\">culture and cultivation<\/a>, the presupposition of all rationality.<\/li>\n\n\n\n<li><strong>Physicians:<\/strong> they preserve the physical substance without which no spirit can act.<\/li>\n\n\n\n<li><strong>Journalists and representatives of non-governmental organisations:<\/strong> in so far as they pursue not private gain but public truth and universal goods.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading has-large-font-size\">The precondition: decoupling from self-interest<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">If this estate is to be rational, it must be decoupled from private need and greed \u2013 by private means, by a fixed salary, or by a professional ethos. Whoever works for the universal must be able to set his private cares aside in order to have a clear view of the matter.
