The other part of the Estates element comprises the mobile side<\/em> of civil society<\/em>, which, outwardly on account of the number of its members, but essentially on account of the nature of its determination and occupation, can enter into this relation only through deputies<\/em>. Inasmuch as these are deputed by civil society, it is immediately evident that civil society does this as what it is<\/em> \u2014 that is, not as dissolved atomistically into individuals, merely assembling for a single, temporary act, for a moment and without further coherence, but as articulated into its already constituted associations, communities, and corporations, which thereby acquire a political connection. In its entitlement to such a deputation, called forth by the power of the crown, as in the entitlement of the first Estate to make its appearance (\u00a7 307<\/a>), the existence of the Estates and of their assembly finds a constituted and distinctive guarantee.<\/p>\n\n\n

That all<\/em>, taken individually, should have a share in deliberating and deciding on the universal affairs of the state, because all of these are members of the state and its affairs are the affairs of all<\/em>, in which they have a right<\/em> to be present with their knowledge and will \u2014 this notion, which sought to introduce the democratic<\/em> element without any rational form whatever<\/em> into the organism of the state, which is what it is only through such form, suggests itself so readily because it remains fixed at the abstract<\/em> determination of being a member of the state, and because superficial thinking clings to abstractions. Rational consideration, the consciousness of the Idea, is concrete<\/em>, and in this respect coincides with the true practical<\/em> sense, which is itself nothing other than the rational sense, the sense of the Idea \u2014 a sense, however, that is not to be confused with mere business routine and the horizon of a restricted sphere. The concrete state is the whole articulated into its particular spheres<\/em>; the member of the state is a member<\/em> of such an Estate<\/em>; only in this, its objective determination, can it come into consideration within the state. Its universal determination in general contains the twofold moment of being a private person<\/em> and, as a thinking<\/em> being, equally a consciousness and will of the universal<\/em>; but this consciousness and will are not empty, but rather filled<\/em> and truly living<\/em>, only when they are filled with particularity \u2014 and this particularity is the particular Estate and determination; or the individual is genus<\/em>, but has its immanent<\/em> universal actuality<\/em> as its proximate<\/em> genus. It thus attains its actual and living determination for the universal<\/em> in the first instance within its sphere of the corporation, community, and so forth (\u00a7 251<\/a>), it being left open to it to enter, through its own skill, into any sphere for which it is qualified \u2014 the universal Estate among them. Another presupposition contained in the notion that all<\/em> should share in the affairs of the state \u2014 namely, that all understand these affairs<\/em> \u2014 is just as tasteless, though it may nonetheless often be heard.
