[15th Paragraph]
Thus, this treatise, insofar as it contains the science of the state, shall be nothing other than the attempt to comprehend and represent the state as something inherently rational. As a philosophical writing, it must be furthest from being supposed to construct a state as it ought to be; the instruction that may lie within it cannot aim at instructing the state as to how it ought to be, but rather how it, the ethical universe, is to be recognized.
