C. World History

The element in which the universal spirit has its determinate being — which in art is intuition and image, in religion feeling and representation, and in philosophy pure, free thought — is, in world history, spiritual actuality in its whole compass of inwardness and externality. World history is a court of judgement, because, in the universality that is in and for itself, the particular — the Penates, civil society, and the spirits of nations in their variegated actuality — is only something ideal, and the movement of spirit within this element is to exhibit this.

    Encyclopedia of the Philosophical Sciences in Outline (1817), § 448:

    § 448. 3) The determinate national spirit, since it is actual and its freedom is as nature, is ultimately also within time, and has within it a development of its actuality determined by its particular principle – a history. But as a limited spirit, it passes over into universal world history, whose events represent the dialectic of the particular national spirits, the world tribunal.
