Through this particular element the action has subjective value, interest, for me. As against this purpose — the intention, according to its content — the immediate content of the action, in its further content, is reduced to a means. Insofar as such a purpose is itself finite, it can in turn be reduced to a means for a further intention, and so on into the infinite.
Encyclopedia of the Philosophical Sciences in Outline (1817), § 420:
§ 420. But this universal transition, which is action in general, still contains manifold other relative identities: α) the universal will existing in and for itself is the law and the substance, in which the immediate singularity of the subject, as well as external reality in general, is sublated; it is therefore the absolute final end, the good in and for itself; duty for the subject, and the ultimate end of the world.
