In the administration of justice, civil society — in which the Idea has become lost in particularity, and has fallen apart into the separation of the inner and the outer — leads itself back to its concept, the unity of the universal that is in itself with subjective particularity, though the latter is present [only] in the individual case, and the former only in the significance of abstract right. The actualization of this unity, extended over the whole compass of particularity — at first as a relative union — constitutes the determination of the police, and, in a limited but concrete totality, the corporation.

Conversely, the blind necessity of the system of needs has not yet been raised into the consciousness of the universal and actualized from out of it.

    In civil society, universality is only necessity: within the relation of needs, only right as such is the fixed element. But this right, a merely restricted circle, relates only to the protection of what I have; to right as such, welfare is something external. This welfare, however, is an essential determination within the system of needs. The universal, then, which at first is only right, has to extend itself over the entire field of particularity. Justice is a great thing in civil society: good laws will make the state flourish, and free property is a fundamental condition of its splendor; but since I am wholly interwoven with particularity, I have a right to demand that, within this context, my particular welfare too be furthered. Regard is to be paid to my welfare, to my particularity, and this occurs through the police and the corporation.
