§ 231: The police
Now the universal takes care of security. But this has limits.
Why?
Everyone still pursues his own purposes. The particular will stays the starting point. So the public power can only do two things. It can deal with the chance events that come up. And it can create an external order.
The word police means more here than officers who keep order. It means all public supervision and care.
Summary: The police provide security, but only externally. They deal with chance events, because everyone still pursues his own purposes.
