In the indeterminate multiplication and interweaving of daily needs, there arise, with regard to the procurement and the exchange of the means of their satisfaction — on the unhindered possibility of which everyone relies — as well as with regard to the investigations and negotiations concerning these, which are to be shortened as much as possible, sides that are a common interest, and, at the same time, for all, the business of one — and means and arrangements that can be for common use. These general affairs and public-benefit arrangements require the oversight and provision of the public power.
