|561| scribedom, and the zeal of the estates of the realm for a mitigation of the levies to the state, run parallel to one another; so that the juxtaposition results as if the collection of the taxes for the purpose of the state would become an obstacle to scribedom in collecting the annual taxes which it imposed on the subjects.
On 24 April 1816, when for nearly a year nothing had yet been done in this matter, Herr von Forstner once more renewed his reminder of it to the assembly in an essay (not printed). At last, after more than a year (in which the assembly had needed only a few weeks for the dragging together of its grievances extending to all branches of the service of the state), the actual report of the committee appointed for the scribe nuisance and of the rapporteur charged with it, in which the compilation of these grievances had been promised, has not at all come about or come to light (Section XXII, p. 7, Section XXV App., p. 54). What has appeared is an opinion of the consultant Griesinger, which is separately printed as an appendix to the 25th section on 192 pages. This was read on, from 11 June, in several sittings piecemeal, as occasion offered, until 15 July. Thereafter, apart from a remark by Herr Dr. Weishaar on 6 August against a motion made in the preceding sitting, to undertake a reform of the scribe system in earnest, of which motion, however, one finds nothing in the minutes of the previous sitting, and [apart from] a few other quite isolated remarks, nothing more was done by the assembly in this important matter up to shortly before its close.
The lengthy opinion of Herr Consultant Griesinger states at the very beginning that the author refrains from sketching the sad picture of all “the crying and almost incredible facts which have accumulated in the petitions and papers received by the estates
