    Everyone can share in the common wealth. The public power secures this possibility. Is everything fine, then?

    No. The safeguard must stay full of gaps. And it still depends on chance events that lie with the individual.

    Which chance events?

    Whoever wants to share needs skill, health and capital. The more such conditions he needs, the bigger the part of chance. Whoever falls ill or has no money to start with easily falls behind.

    Summary: The public power secures a share in wealth. But this safeguard stays full of gaps. For skill, health and capital depend on chance.
