Insofar as this attains a particular existence, it consists of supreme advisory bodies and individuals who bring the content of current affairs of state, or of legal determinations rendered necessary by existing needs, together with their objective aspects — the grounds for decision, the relevant laws, circumstances, and so on — before the monarch for decision. |295| The selection of the individuals for this function, as well as their removal, falls — since they deal directly with the person of the monarch — within his unrestricted arbitrary will.

    The power of the crown has a second side: the content of the decisions.

    Who prepares it?

    The highest advisory bodies and persons. They lay the affairs of the state before the monarch. With all the reasons, laws and circumstances that belong to them. Also new laws that become necessary.

    Who chooses the advisers?

    The monarch himself. They deal directly with his person. So he alone decides freely whether to appoint or dismiss them. His arbitrary will has no limits here.

    Summary: The highest advisers prepare the monarch’s decisions. He chooses and dismisses them as he alone sees fit, without limits.
