The second element contained in the power of the crown is the moment of particularity, or of determinate content, and of its subsumption under the universal. Insofar as this attains a particular existence, it consists of supreme advisory bodies and individuals who bring the content of current affairs of state, or of legal determinations rendered necessary by existing needs, together with their objective aspects — the grounds for decision, the relevant laws, circumstances, and so on — before the monarch for decision. The selection of the individuals for this function, as well as their removal, falls — since they deal directly with the person of the monarch — within his unrestricted arbitrary will.
