The particular business of the state which the monarchy hands over to the administrative bodies constitutes a part of the objective side of the sovereignty inherent in the monarch; the specific difference between these bodies is likewise given by the nature of the case, and just as the activity of these bodies is a fulfilment of duty, so too is their business a right withdrawn from contingency.

§ 293: The Authorities
The monarch hands over the particular business of the state to the authorities. They are a part of his sovereignty.
What sets them apart?
The nature of the matter. Justice, finance, police, education: Each area has its own task.
Duty and right:
For the authorities, their activity is a duty. At the same time their business is a right. It does not depend on chance or on whims.
Summary: The authorities conduct the particular business of the state. Their division follows the matter at hand. What they do is duty and right at once.
