Through this separation, not only does the maturity of the resolution obtain a greater security by means of a plurality of instances, and the contingency of a momentary mood, as well as the contingency which the decision might assume through a majority of votes, is removed; but above all the Estates element is less likely to find itself directly opposed to the government, or, in the case where the mediating moment is likewise found on the side of the second Estate, the weight of its view is all the more strengthened, since it thereby appears the more impartial and its opposition neutralized.

    The two paragraphs 312 and 313 have already been dealt with above and are not worth any special discussion. We therefore set them down here:

    § 312. »Of the two sides contained in the estates element (§§ 305, 308), each brings a particular modification into the deliberation; and because, moreover, the one moment has the peculiar function of mediation within this sphere, and indeed between existing parties, a separate existence results for it as well; the estates assembly will thus divide itself into two chambers.«
