312

Of the two sides contained in the Estates element (§ 305, § 308), each brings a particular modification into the deliberation; and since, moreover, the one moment has the distinctive function of mediation within this sphere, namely between existing extremes, a separate existence likewise results for it; the assembly of the Estates will thus divide itself into two chambers.

    § 312: Two chambers

The estates have two parts: the landowners and trade. Each brings its own view into the deliberation.

The first part also has a special task. It mediates. So it needs a place of its own.

In this way the assembly of the estates divides into two chambers.

Summary: The estates divide into two chambers. Landed property and trade each bring their own views. The estate of landowners has the task of mediating.
