The provision of the police actualizes and maintains, at first, the universal that is contained in the particularity of civil society, as an external order and arrangement for the protection and security of the masses of particular purposes and interests that have their subsistence within this universal, just as, in the capacity of higher direction, it bears provision for the interests (§ 246) that lead beyond this society. Insofar as, according to the Idea, particularity itself makes this universal — which lies within its own immanent interests — into the purpose and object of its will and activity, the ethical thereby returns, as something immanent, into civil society; this constitutes the determination of the corporation.

    § 249: From the police to the corporation

    What have the police achieved?

    They have made the universal real in society. But only as an external order. They protect and secure the many single purposes and interests. And they take care of the interests that lead beyond society, for example in trade with other countries.

    What is still missing?

    So far, the universal comes from outside. Now the individual himself should want what is common. What is common already lies in his own interests. When he makes it his purpose, ethical life returns into society. Not as force from outside, but from within.

    That is the task of the corporation.

    Summary: The police create an external order. In the corporation, individuals themselves make what is common their purpose. In this way, ethical life returns into society from within.
