The provision of the police actualizes and maintains, at first, the universal that is contained in the particularity of civil society, as an external order and arrangement for the protection and security of the masses of particular purposes and interests that have their subsistence within this universal, just as, in the capacity of higher direction, it bears provision for the interests (§ 246) that lead beyond this society. Insofar as, according to the Idea, particularity itself makes this universal — which lies within its own immanent interests — into the purpose and object of its will and activity, the ethical thereby returns, as something immanent, into civil society; this constitutes the determination of the corporation.
