|245| – and not want to save what is not to be saved, but occupy the suffering classes otherwise – it is the universal overview; – the singular is only buried in the singular – The trade is of course abandoned of its own accord, – but with the sacrifice of this generation, and increase of poverty. – Poor Rates and institutions.

But the substance is not only this ordering law as the might that sustains the singulars – but it is itself acquiring – a universal good, a good of the whole; – levies; – α) direct levies on fixed possession β) indirect – the former alone according to the physiocratic system; but the raw materials are indeed the abstract ground – yet themselves a determinate singular – which appears too heavily burdened; – it is abandoned; – this branch is missing in the whole, and then the revenues are lessened. – The system of levies must nestle in everywhere – appear inconspicuously, little of everything but everywhere – if it is disproportionate on one branch, this is abandoned, less wine is drunk if there are heavy imposts, for everything some kind of surrogate is to be found, or going without – But this necessity turns likewise against itself – the costs of collection become all the more considerable – the gène, the ill humour ever greater, since in everything enjoyment is disturbed and bound up with complications. – The wealth of the state must be founded as little as possible on domains, but on imposts; the former are private possession, and contingent, exposed to squandering, because no one seems to have anything to lose, but gains or has hope of gaining, imposts everyone feels, and wants to know them well used.
