|276| In175) this individuality, as absolute self and negativity of the singular ones, the government, the apex of the whole, is completed; – α) as war it is shaking itself as subsisting, the organisation of its estates, – and the systems of right, of personal security and property, which reach through everything, – in this it comes to intuition that they vanish in the power of the universal176) – what in the concept is their transition into one another is here present; – their disruption, the subjugation and constraint under pure power – Here labouring and getting on in the world, right of property and security of the person, are not this absolute subsisting, but rather their damage; the rooting of the singular one in his existence, this falling apart of the whole into atoms, effaces itself here; – the singular one has his absolute freedom, and precisely this is the strength of the government.177) – This immediate pure will is likewise self-conscious will; the government is this willing is the abstract universal of right etc.; it is the resolve, the singular willing. – Wisdom of the government – firstly – to adapt these abstract moments178) to the estates in general – and in single cases to make exceptions from the law. – Execution in general is not this dead doing,179) – but the singularising of the universal is
